Rules and Regulations

ADMISION TO THE USE OF THE LIBRARY

All registered library users are welcome to use all the library services and resources. To ensure efficient usage of the library services and resources, the following rules and regulations will apply.

REGISTRATION
1. All students are required to register at the beginning of the trimester
2. University cards that double as library cards are issued once at the beginning of the 1st trimester.
3. Library users must always have their college identity cards while in the library
4. University cards are not transferable. Identification may be required for verification if /when necessary.
5. All library users are expected to have read and understood the rules and regulations upon registration

DISCIPLINE
1. Silence must be maintained in the library all the time. NB: No discussions in the library
2. Use of mobile phones in the library is prohibited and they will be confiscated if used.
3. Smoking, Eating and Drinking (including water) are not allowed in the library.
4. Brief cases, large bags, hats, (kofias) and parcels must be deposited at the luggage area
5. Unauthorized borrowing of library information material will be treated as theft, and disciplinary measures will be taken against the culprit.
6. The library reserves the right to cancel membership of a user on the basis of misconduct.

DAMAGE OR LOSS OF LIBRARY AND INFORMATION MATERIALS
1. Lost or mutilated information material(s) on loan will be replaced with full cost of the current edition of the material(s) plus 25% administrative charges.
2. Writing, defacing or damaging information materials is prohibited. Users who mutilate library materials will be charged
3. Any user who willfully damages library property will be held responsible for its replacement.

BORROWING
1. Borrowed information materials must be handled with care.
2. Library users must borrow library materials using library cards
3. Some information materials are designated for use in the library only
4. In cases where a book is not available in the library, the book can be borrowed through Inter-library loan system from another Center or University library .
5. Borrowed material should be returned on the due date. Failure to return the book on the due date will attract overdue charges as follows.
Long loan Ksh 5/= per day
Short loan Ksh 5/= per hour.

FINES AND PENALTIES
1. Lost or mutilated damaged information materials/equipment on loan and any library equipment will be replaced with full cost of the item on current market value plus 25% administrative charges.
2. Replacement of library cards will attract a fee of 50/=
3. Delays with long loan library books will attract 5/= per day
4. Delays with short loan materials will attract 5/= per hour
5. Users with overdue information materials will not be allowed to borrow until they clear with the library

CLEARANCE
1. All users are required to clear from the library before leaving the University.
2. All borrowed books should be returned before the user is finally cleared
3. All borrowing tickets must be returned to the Library upon clearance

LIABILITY
1. Users are required to ensure that valuable items (such as money, laptops, phones etc) are not left in the baggage area.
2. The library will not be held responsible for loss of any property left unattended in the library by users.

RULES ON THE USE OF DIGITAL LIBRARY/ELECTRONIC RESOURCES
The following will constitute unacceptable use of computers and the internet.
1. Booking or reserving PC machines shall not be allowed
2. Facebook and other social networking software shall not be allowed
3. Use of the internet (including the transmission or receiving of any material) in violation of the copyright law. including but is not limited to:
· infringement of copyrighted material, and
· transmitting or receiving threatening or obscene material, pornographic material or protected material Is prohibited.
4. Use of internet for any commercial purpose is prohibited.
5. Users should not interfere with or disrupt network users, services, or equip
ment. Disruptions include but are not limited to:
· Distribution of unsolicited advertising,
· propagation of computer worms or viruses,
· Software piracy,
· violation of copyright law and infringement of copyrighted material
· using the network to attempt to make unauthorized access to any computer or
· computer system or restricted data files.
· Users may not falsely represent themselves as another person
7. The internet equipment and software must be used as installed on Library workstations.
8. Users are not permitted to add, delete, or modify the installed hardware or software, or to change preference settings.
9. The internet is a global electronic network and the KeMU Library Department is not responsible for the accuracy, validity, legality or usefulness of information available. Users of such information shall be at liberty to seek guidance on the use of such information.
10. KeMU Library Department will not be liable for copyright or any other violations of information laws committed by internet users and users shall be advised to consult on the same.
11. When using office software, it is user’s responsibility to check that his or her work has been saved.
12. The KeMU Library Department shall not be held responsible for lost data stored in the Departmental PCs’ hard-drives
13. Library computers are strictly for research purposes. Anyone found opening non educational sites (e.g. Phonographic sites) may loose his right to use the digital library.

Anyone found contravening any of the library rules will have their login details disabled for one week.
